DCD assistant director leading by example
Jeff Rowe-Hornbaker, the Assistant Director of Kitsap County Department of Community Development (DCD), recently took the concept of Low Impact Development (LID) to another level. He had pervious concrete, one of the mainstays of LID, poured for the driveway in his East Bremerton home.

Art Castle, Executive Vice President of the Homebuilders Assoociation of Kitsap County (HBA) commented, “Since Jeff supervises all the DCD staff who review development and building projects, his use of pervious concrete at his own home reflects the growing commitment in both the public and private sectors for low impact development use in Kitsap County.”

The HBA has been a strong proponent of LID and led the effort to have LID standards included in the county’s building code. It also recently completed an very extensive LID demonstration project at its Auto Center Way headquarters, which included removing all of the ashphalt in the parking area and replacing it with several varieties of pervious concrete and pavers.
