Parnell is inducted into BIAW Hall of Fame
Bill Parnell is flanked by outgoing BIAW President Bob Camp and incoming President Dottie Piazza as he is inducted into the construction group’s Hall of Fame. Parnell is the thrid person from Kitsap to receive the honor.

Bill Parnell, owner of Ty-Ce-Co Inc. in Kingston, was honored by the Building Industry Association of Washington at its recent quarterly meeting held in Seattle, by being inducted into the group’s Hall of Fame.

Parnell, who enjoys a reputation as one of the most professional, high quality builders in the state, served as president of the Homebuilders Association of Kitsap County (HBA) two separate times. He also served 16 years on the Kitsap County Planning Commission.

The soft-spoken Parnell is also a lifetime director of BIAW from Kitsap County and has served as the groups state president as well as a national director to the National Association of Home Builders.

He is credited with originating the Return On Industrial Insurance (ROII) program, the BIAW’s retrospective rating program.

Parnell joins Orton Lee, the first Kitsap HBA president, Pat Wiles of Harbor Water who has served on the HBA board and as a state director for many years, and Jim Smalley of Salomon Smith Barney in Silverdale in the BIAW Hall of Fame.
