Letters To The Editor - The Charter
   The proposed charter does not abrogate any powers given to the county's people by the state constitution. It delineates how county government will accomplish the county's business by delegating these powers to a county council, county executive and the voters, and in so doing, gives the voters a direct voice regarding their governance. It also prescribes that county programs will be audited. This familiar concept of american government occurs both in the public sector and business enterprise. It defines who establishs policy, who executes policy and who mmonitors, "how the grist is ground". The charter provides the means to iniate remedial action if county government is less than satisficing.

We, as individuals, automatically resist change. We may feel comfortably entrenched in our ideology, actions or positions. I have felt uncomfortable for some time about our present county government. I do not see the change in county government proposed by this charter as risk taking, although it may be uncomfortable for some. I, who avoid risk and change, have decided to support this charter. Yes, I have read it.

I think it would be an excellent service to the community if the media would publish the charter in its entirety.
