Charter has one man, one vote mandate
By Shirley Brown, Chair
Kitsap County Republican Party
This charter is a wonderful opportunity! How many times do we get to be part of the process of actually having a say in the FORM our government will take??

The Kitsap County Proposed Charter is progressive, flexible and fair form of government with which to replace this obsolete unfair system we now endure. The present form of county government provides no means to make necessary changes that would be reflective of the changing needs of the people of Kitsap County.

There is too much power in too few hands when two commissioners make local law without the check of veto, recall, or referendum. Three commissioners, with a two vote majority does not even allow for the partisan system to work. Also, there is no statutory requirement to employ performance audits for accountability.

Kitsap County Republican Party Central Committee supports the elections by district for both the primary and the general elections. We believe this method to be the most truly representative of all people everywhere. We believe this method to be the best safeguard to elections that are not controlled by big money, special interests groups, or incumbents who can use the prestige and power of their public office to be re-elected.

We believe this method has served our people well on both the state and the national level for more than two hundred years and will serve our county more fairly as it will eliminate the communities of power and finally, take us to the one man one vote principle.

The principles and guidelines of redistricting that are applied to the state legislature and the congressional districts also apply to Kitsap County. The redistricting commission is charged with drawing legislative boundaries that retain “communities of communality” in order not to build districts that have very divergent local requirements.

The community interest of North. Central and South Kitsap are that these communities desire to have a more self- sustaining economy that will provide jobs with salaries that will support families, reduce the need for long commutes or be so dependent on the military. The community interest of the City of Bainbridge Island is the retaining as much open space in a semi-rural/city setting as possible.

It is therefore fair. that communities of communality be represented by one man one vote. There is no community in Kitsap County that deserves more than their one vote, one man principle; there is no one community whose interest are greater than another; our communities are all equal and deserve equal representation.

The Kitsap Count Republican Party believes this charter belongs to the people of Kitsap County! This charter is the will of the people of Kitsap County!

As Republicans , we believe in standing for Freedom.
