| The City of Gig Harbor is requesting sealed bid proposals for construction of the Eddon Boatyard Sediment Remediation Project (CPP-0801). This contract generally provides for the demolition and removal of existing marine and shoreline structures (a timber pier, two sets of boat haul-out rails, and a timber bulkhead, plus relocation of a floating dock and carriage way assembly), dredging of contaminated marine sediments, excavation and removal of nearshore soils, placement of sand and gravel materials in intertidal and subtidal areas, as well as other site work including environmental protection and traffic control, all as more completely described in the contract documents entitled Eddon Boatyard Sediment Remediation Project (CPP-0801).
Contracts documents may be purchased at the City of Gig Harbor upon payment of a non-refundable $48. The purchase price includes the bound Contract Documents including half-size plan sheets. A mandatory pre-bid meeting will be held for the purpose of presenting the projects general scope of work, special requirements and schedule. Any questions from prospective bidders will be answered in the form of an addendum, which will be distributed to plan holders.
Sealed bid proposals will be received only at The City of Gig Harbor Civic Center, 3510 Grandview Street, Gig Harbor, Washington 98335, no later than 10 a.m., Tuesday, Dec. 11, 2007, and will then and there be publicly read aloud. Bid proposals received after the time fixed for opening will not be considered.
Work shall start within ten (10) working days after the Notice to Proceed is issued to the contractor. All in-water work shall be physically completed no later than March 14, 2008 for the removal of the timber bulkhead and no later than March 30, 2008 for dredging and offshore material placement. In-water work is defined as work that takes place below the elevation of ordinary high water mark (OHWM). All other project work shall be completed within sixty-eight (68) working days after the Notice to Proceed is issued.
All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashiers check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the Contract Documents, the bid proposal deposit shall be forfeited to the City of Gig Harbor.
No bidder may withdraw their bid proposal after the time fixed for opening thereof, or before award of contract, unless said award is delayed for a period exceeding thirty (30) days.
The City of Gig Harbor reserves the right to reject any or all bids, and to waive minor irregularities in bidding process.
