Former county employee returns
as director of administrative services

Ben Holland was named to lead the Kitsap County Department of Administrative Services late last month. He replaces the popular Ilene Frisch, who resigned abruptly amid speculation of political infighting at the courthouse.

“Ben has a thorough understanding of Kitsap County operations and budget,” said Patty Lent, chair of the Board of Commissioners. “I’m very enthusiastic about his return to the County and leadership in this department.”

Holland had been serving as manager of the Port of Brownsville, responsible for the operation, maintenance and administration of the Port. However, from 1994 to 2000, he was the county’s budget manager working for then-director William Nogle, who also resigned somewhat unexpectedly.

Holland’s previous experience includes serving as program manager for DynCorp of Virginia and a procurement supervisor for METRO of Seattle.

He attended the U.S. Naval Academy at Annapolis, where he earned a bachelors of science in mathematics and attended the University of Kansas achieving his masters of science in petroleum management issued by the school of business. He also is a trained negotiator and has experience managing organizations with more than 150 employees.

“Returning to Kitsap County is like going home to my family,” said Holland. “My years with Kitsap County were the best in my career. Returning to the County in a leadership position is an opportunity I cherish.”

The Director of the Department of Administrative Services manages Information Services, Risk Management, Purchasing, Volunteer Services, and develops the countywide budget. Holland’s salary will be $83,865.60.
