Requirements to get bona fide offers from at least three vendors will level the playing field for contractors on GSA schedule or other agency multiple award contracts.
Contracting officers must hold discussions with all contractors in the competitive range to give them a chance to improve weaknesses in their proposals before final offers are submitted.
Agencies can now purchase services not just supplies using commercial items procedures to cut through red tape.
