County budget process
recognized for excellence

The Government Finance Officers Association (GFOA) of the United States and Canada recently awarded Kitsap County government with the its distinguished Budget Presentation Award for its annual budget. The award represents the county’s commitment to meeting the highest principles of governmental budgeting.

GFOA also recognized William Nogle, the county’s director of administrative services, for his role in creating the document. He was singled out as the person primarily responsible for having achieved this level of success and for pioneering efforts to improve the quality of budgeting.

In order to receive the award, the county had to satisfy nationally recognized guidelines. Budget documents must be rated “proficient” in four categories to receive the award. The guidelines are designed to assess how well an entity’s budget serves as a policy document, financial plan, operations guide and communications device.
