Critical Area Ordinance moves
to decision stage |
The Kitsap County Planning Commission has sent its recommendations about Draft 2 of the proposed Critical Areas Ordinance (CAO) on to the County Commissioners. The Planning Commission was split along a 6-3 vote on most issues, with Commissioner Chris Endresen's three appointees, John Ahl, Tom Nevins and Deborah Flynn, all favoring adopting Draft 2 as written, and submitting a Minority Report outlining their positions.
The other six appointees, Chairman Monty Mahan, Mike Gustavson, and Lary Coppola, all from South Kitsap, and Dean Jenniges, John Taylor and Frank Mahaffay, from Central Kitsap, favored numerous changes and took issue with many of the provisions in the document.
The most contentious issues are buffer widths, Best Available Science, and the ambiguous and non-quantifiable language that is rife throughout the document. Terms such as reasonable and enhanced, are used generously but not defined. The majority of planning commissioners object to the implementation of policies and procedures where the interpretation of such terms is left up to county bureaucrats. They want those terms defined or changed, so the document is specific and can be uniform in its implementation... (Full Article) |
