PROJECT OVERVIEW
Kitsap County’s Department of Community Development, with funding provided by the Kitsap County Board of Commissioners will undertake development of a combined Sub-Area Plan/Environmental Impact Statement for the Port Orchard Urban Growth Area .
PROJECT DESCRIPTION
Kitsap County is seeking a qualified consultant to assist in the preparation of an integrated Sub-Area Plan/EIS for the Port Orchard UGA. The County may, at its discretion, decide to hire directly from the list of qualified applicants generated by this RFQ and may not issue a formal Request for Proposal.
SPECIFIC AREAS OF EXPERTISE REQUIRED
Urban and rural long-range planning, Environmental Planning under SEPA, experience in Sub-Area Planning and experience with Integrated SEPA/GMA documents.
SCOPE OF WORK
The project will require the ability to communicate technical or scientific information in a manner suitable for the general public and to work collaboratively with several City departments and other groups of consultants to:
- Prepare an integrated GMA/SEPA Sub-Area Plan/EIS;
- Address Joint Planning Area Overlay issues;
- Resolve land use designations in the Port Orchard UGA and adjacent lands;
- Propose and evaluate appropriate open space buffers between urban and rural uses and identify, analyze impacts and proposed mitigation for critical areas; and
- Identify infrastructure improvements and capital facilities needed to serve the sub-area.
SUBMITTALS WILL BE EVALUATED AND RANKED ON THE FOLLOWING CRITERIA:
- Demonstrated success with similar projects similar projects;
- Quality of experience and expertise in developing public participation program;
- Quality of experience and expertise in developing usable and legally defensible GMA/SEPA compliance documents;
- Quality of references; and
- Ability to undertake projects in a timely manner.
SUBMITTAL
Interested firms should submit five copies of a statement of qualifications pursuant to this RFQ. The SOQ coversheet should include the following information: firm name, address, phone and fax numbers; name of Principal-in-Charge and Project Manager; and key personnel to be assigned to the project.

To be considered, five copies of an expanded summary of qualifications must be received at the address above no later than 3:00 p.m. on February 27, 2004.
