InterLocking Software Corporation has opened for business from offices in Poulsbo and Seattle. Owned by James Nall, Gary Macy, and Robert Johnston, the technology sales and marketing company will offer innovative software solutions to government and business enterprises nationwide.
InterLocking Software Corporation (ILSC) provides mid-range solutions for organizations that require applications with more functionality and capacity than standard software solutions, but do not have the budget to purchase custom software, said CEO Jim Nall.
The initial suite of products slated for release will focus on improving operations and efficiencies of cities and counties, in their permitting and licensing, tax assessment, and financial operations. Nall stressed, These software programs are offered at a cost that allows the agencies to fulfill their e-Government initiatives and respond to public needs at minimum cost and greater return on taxpayer investment.
The Permit and Licensing software is derived from the much acclaimed public/private partnership developed between Kitsap County and Paladin Data Systems. Paladin designed and developed Kitsaps Land Use Information System, which integrates permitting, Assessor data, and GIS data on the countys Intranet, making some applications available to the public online. By authorizing Paladin to re-market the permit and licensing system to other municipalities, this unique agreement allows the county to recoup total production costs and potentially generate $5 million from a percentage of net sales, when the systems are sold to other agencies and jurisdictions.
According to County Commissioner Chris Endresen, This highly integrated, Web-enabled permitting system was launched in April 2002, and we have already achieved positive results in improved interdepartmental relationships, process management, customer service, and cost savings. The one-stop permitting system is a win-win-win for Kitsap County government, Paladin, and most importantly for the taxpayers and property owners we serve.
Although a separate company, InterLocking Software has close ties to Paladin. Nall explained, The best way to describe the two companies might be that they share a brother/sister relationship. ILSC is the technology marketing company that takes completed applications built by Paladin for its custom solution clients, and makes these applications available as commercial off-the-shelf (COTS) applications. This separation of the design/development of products from their commercial deployment allows each company to concentrate on its own area of expertise.
ILSCs applications are fully developed, operating products. The company has obtained the exclusive license to sell, distribute, and install those software products in return for an exclusive five-year consulting agreement with Paladin. Under the agreement, Paladin will provide all programming support for upgrades, bug fixes, and additional program development.
In addition to Nall, Macy and Johnston, the board of ILSC includes longtime Washington Secretary of State Ralph Munro; Silverdale attorney and former U. S. Ambassador Ed Wolfe; Bess Alpaugh, retired President of American Marine Bank; and Jim Page, Chief Financial Officer. |
