The Kitsap County Board of Commissioners is proposing an Agricultural Signage Pilot Program to allow farmers additional signage opportunities. The program is designed to address the need for county farms to advertise locally grown products during the 2013 growing season, and will take effect May 14.

The county’s Department of Community Development will manage an interim 180-day pilot program so farm merchants can help customers find the agricultural products grown locally for sale.

A comprehensive update to existing sign code cannot be completed in time to accommodate the 2013 growing season. The interim pilot program is a responsive alternative to promote locally grown agricultural products this growing season. The pilot program provides flexibility to the existing code (KCC 17.445), and collects data as to what works and does not in regard to signs. read more »

Air travelers received a bit of good news recently: A bill to put air traffic controllers back to work whisked through the House and Senate and flew into the White House for President Obama’s signature.

Why the quick action?

Millions of constituents were outraged with how the FAA handled a 4 percent budget cut mandated by the sequester. Instead of focusing on non-essential personnel, the FAA furloughed 10 percent of its 15,000 air traffic controllers each day, causing more than 40,000 flight delays and 1,900 cancelled flights, according to FlightStats.com.

Interestingly, the D.C.-area airports that serve members of Congress were exempt from the service cuts — a pure coincidence, testified one FAA official. Nevertheless, Congress felt the heat from angry voters, and some experienced those delays firsthand when they traveled outside D.C. read more »

The Washington State Department of Commerce and Northwest Energy Efficiency Alliance (NEEA), representing an alliance of Northwest utilities and energy efficiency organizations, announced a study of residential energy code compliance that shows Washington state is highest in the nation.

In 2009, Washington state adopted one of the most rigorous residential building energy codes in the country. To determine whether Washington homebuilders met this challenge, NEEA commissioned a compliance study, which included 69 homes in 17 counties. Using two different methodologies, the study found compliance rates were 97 percent and 96 percent, respectively. Additionally, energy modeling of each home in the study showed that many homes go beyond the minimum code requirements. read more »
